It wasn't right.
The arrangement implemented by Zack could be interpreted as a necessity. It was a necessity that had been identified by Zack, of course, and he did well in happily satisfying it. Sephiroth had trained himself to see it as occasional interactions that fell outside of the normal operation of things; a needed safety valve. Certainly not the "friends with benefits" Zack crowed about and most definitely not an expression of anything else.
The unexplainable, small jets of anger that flared whenever the conversation moved to Zack's girlfriend or that cadet that he had befriended--Strife, his name was Strife--had to have some meaning.
Sephiroth was not a fool. Fools did not win wars. He knew the answer well enough.
Things were not right because something was wanting.
Or, better put, because he was wanting. Yes, that was the right way to put it. There was something missing that made him lack the qualities needed to...
To what, exactly? Be happy? Be whole? One could argue that was the aim of Zack's and Angeal's particular brands of interaction. One could also argue that it was working, slowly. There was still some hollow... thing that nagged him. This wasn't right, and wouldn't be right. Something was missing, and Sephiroth did not know what it was.
He didn't know, and it unnerved him.

I think part of the basis of Angeal was Carlos talking about bitchy sergeants who didn't like you just giving you the order to drop. Besides, someone has to be (somewhat) resistant to Zack and his charm. May as well be his mentor.
